Chicago has a lot of blonds too actually, so it's a pretty good mix. It certainly has a lot more blondes than where I grew up (eastern OH), which seems to have a higher proportion of people with Italian and Slavic ancestry.
Anyway, to answer the question, I would say NYC or Miami. Although, I typically go for dark-haired women. For blondes I would say the Southern California coast,
