I currently live in an east side suburb that has high property taxes and charges you a second income tax if you work outside of their city. What cities around Cleveland have low property taxes and/or don’t charge a second income tax. I’ve heard Avon Lake is one and if I lived in Cleveland that’d be another. I’m looking for anything within about a 45 min drive to downtown Cleveland.

I don't think townships (for example Twinsburg township, not Twinsburg City) charge an income tax. Most cities that I am aware of charge at least 2% and most fully reciprocate with a resident's working city. However, we are now seeing many cities jack up the income tax to 2.25% and 2.5% and others are not fully reciprocating - such as some of the east side Heights.

Side note: it's interesting to me how people tend to blame their city of residence for the "extra" income tax. Typically in the US that's the only place you would pay income tax. I'm surprised more people aren't blaming the city of their employer for levying a commuter tax against them.
