I'm going to presume that you're moving from somewhere up North?
If you're looking for friendly I'd suggest moving to a place with a few more Yankees. Outwardly the people of this area appear to be friendly but once they find out that you're not kin to anybody local it's almost like you have the plague.
Washington is very Old South. Most of the people there tend to keep to themselves unless you're an active member of their church.
Shopping is very limited there too. They have one medium sized shopping center there but it's seen better days and is not 100% full.
The waterfront is nice with a very long river front boardwalk and some quaint shops.
Washington Park abutts Washington and is probably one of the nicest places to live there.
Greenville is a 20 minute ride from Washington and has tons of shopping along with some very nice neighborhoods. Stay out of the Hood in Greenville and you'll have no problems.
