That's a really low budget for SFHs.

Maybe Antelope Ridge. They are pre-fab with a lot lease, but, I've heard it's really nice and has a pool, is in a nice area, etc. They all have garages and look very luxurious. Low maintenance. Great if you can pay caah & just consider the lot fee like an HOA.

I wouldn't get too excited about public transportation here .

Renting before buying is sometimes a good idea, but COS is appreciating very quickly. I wish like hell that we had bought right away when we moved here in 2016. Our money would have gone a lot further, and the research I did on this forum and through visits actually did give me a good idea of where we wanted to be. We bought in 2018, but even in that two-year period, houses jumped like $50,000. If your budget won't be going up in the coming years, I'd buy as soon as possible. It's not like you have the pick of the litter with a $200-250k budget. If you find something that works for you and is in a decent part of town, buy it. There probably won't be anything in that price range in a few years.

You can get something decent for $250k if you can do a one- or two-bedroom. There aren't tons of options, but I think you can find something. Those houses move very quickly, though, and you'll likely be competing with cash offers and over-asking offers.

The nice thing about Colorado Springs is that there aren't many unsafe areas. Some areas are more desirable than others, but the only area I would cross off is the southeast area of town.
