I don't have an account there. I just pay with a card at the counter. Besides, I'm not sure that my purchase would even qualify since I bought full on top soil instead of just amendment (we compost on our own). It's an arbitrary set of requirements.

Guess you missed post #5 where it was said watering consists of flower beds, shrubs, and native grasses.

Cos Utilities is a monopoly over all the city proper and they actually are the best provider in the region. Other utilities in outlying areas have higher pricing, more restrictions, and more risk associated with their water.
