Option 1 seems to be the least expensive

Option 2 would be my pick

Option 3 has more of a modern/hotel look (honestly doesn't even look like a government center anymore)

It's diffidently between the 1st and 2nd option.

Is there still a height restriction for the government center?

Yes. The new building (for option 3 only) won't be able to go past 6 stories.

It looks to be about 8-9 stories. The smaller at 6.

Personally,I think option 2 is the most efficient to consider. It's similar to option 3 but has less construction and cost.

I like Option 3 the best, but I was still hoping for more of a classic courthouse design.

Options 1 and 2 seems to be a good mix of the classic and a more modern look. I think option 2 is my favorite!
