I have a folder with mp3s and want to turn this to a winrar, .rar file so when I click on it, it will give me the option of extracting it.

Open winrar
navigate to the folder within the winrar explorer
select the folder
right click "add files to archive"

What Charles said.

Be aware that compressing mp3 files will not result in a smaller file sizes of any significant value, and may even increase in file sizes. If you're just trying to create a single file from multiple files, winrar does provide a storage option which is available after the last step Charles mentions. The storage option will be much faster than any of the compression options.
