so let's say my dad wants to get a data plan with the company "Clear" but he doesn't have a computer. would Clear be okay with recommending Clear-compatible hardware to him, as it would lead to business for them?

Clear sells the service and the modems. They don't sell computers.

Windows 98 SE is the minimum they recommend. I'd recommend something a lot newer. At the low end for price (but not low end performance), there's this ...

i just typed with a sales/config. rep. ... i asked if he was overseas and he said yes. gee, can't they hire american?

WAAAAAY too much. Why pay $15/hr, taxes, regulations, and subject yourself to the American legal system when you can hire "Ken" in Mumbai for a couple of bucks a day? Even when those jobs were here, they weren't making that much.
