You usually can with special software as long as you didn't do a security wipe of free space. When you delete the folder, you didn't actually delete the folder, you just deleted the name of the folder and the header information. If you were to use a hex editor or another program, you'd see the info sitting there.
When you empty the recycle bin the data is not permanently deleted at that point, it's just free space for new data. As you use the computer new data will overwrite it. Surfing the web or installing something like file recovery software can potentially lead to permanently losing those files. Ideally stop using the computer, take out the drive and connect it to another computer.
If you do that this regular version of Recuva can be installed on the computer you connect it to.
If you do not want to go through the trouble of doing that and risk losing some data at the very least use the portable version of Recuva. Download on another computer, unzip it to USB stick. Plug the stick into the computer with the lost files and double click the .exe file.
