I have this issue from time to time and I don't own a Dell. Sounds like it's racing, right? It could be a HD failure wiating to happen - so I would backup all data asap. It could be a host of other things as well.

Slamming a computer on a desk with the hard drive running might not be such a great idea...

The CPU fans can be a source of noises like this, as can the fan in the power supply, as can a failing hard drive. Most of the time, it is the CPU fan, which is replaceable.

I recommend you wait until the drive is writing a large, very important file, and slam it on the desk while that's going on. After your hard drive fails go out to the garage and beat the hood of your car with a sledge hammer.

/Rant over/

Open the case and look for a wire that might be rubbing against a fan. Check the inside for dirt and clean off any fans that have accumulations on them. Spin the fans by hand, or turn on the PC with the cover off and see if a fan is making the noise. If so you may need to replace the fan.

Stop slamming your computer on the desk. What the H*ll is that? Do you drive your car into a tree when it's not running right?

/Secondary rant over/

Let me guess...you're the guy who bitterly complains about the bill when you pick up the computer I've fixed for you? You know...the one with all the damage from being slammed on the desktop...

I've hit PCs before to get them to stop making fan noises.

Just about every problem in the world can be solved with a hammer.

That being said, slamming isn't the greatest.

I loved the rant including writing really large files Golden.

You most likely need to clean the CPU fan. The buzzing noise could also be your hard drive ready to sh%t the bed. If its not your CPU fan or the hard drive, then the best advice I can give you is to slam it into a wall...

I would guess that the problem has very little to do with the computer being a Dell.

I've seen many failures of the CPU fan; fewer failures of the power supply fan.
