Anything that uses resources has an impact on the system. More RAM uses, at a minimum, more power from PSU, so there is at least that impact.
System having to utilize/access the physical RAM, especially when the OS cannot utilize, also has an impact on the system, and not a positive one either.
More RAM also generates more heat. Very slight but more RAM can also cause a slower POST.

I like you both so I am going to say I agree to disagree and leave it at that.

^^ I thought the issue was performance. That's the issue I was addressing. More RAM than you need does not have an impact on performance, not enough RAM for sure would. Too large of a paging file would slow things down which is usually the case if it's size gets set automatically with more RAM than you actually need. You are correct with the power and heat but the difference is probably negligible. POST doesn't matter, you can disable that.

The power impact to a PSU using 2 8GB chips vs 2 4GB chips is going to be non existent.

Also larger memory chips don't necessarily produce more heat.

There's no technical reason an OS would be slowed down by having memory it cannot access.

nobody has mentioned that all that's needed is simply plug in an external drive (usb) use windows easy transfer (built in) or find one of the other transfer utilities via google search..

all user data files are transferred to easy transfer file and then put on new OS...just a few gigs usually...

applications must be installed on new PCs with this method (there are applications that do both data and apps)...

i have both 32bit and 64bit and there is not much difference between my normal use..(most software is still 32bit)

if OS is been on PC more than 2 yrs say a fresh install is a good thing
