Why is it that on the Photos app for windows 10 sometimes when I view the pictures they change from bigger and it blinks to a smaller picture which I think the smaller is the original? Not sure. How do I change this from happening? It happens a lot of times.
It happens and both laptops using the WD external hard drive. When I use Seagate external hard drive it doesn't happen. But I already contacted WD support and they said it's not the external hard drive. I have 2 of these WD passport external hard drives. It happens on both. There aren't any settings to change on external hard drive and this only happens with photos. The videos play as they should. Any way to fix this? I tried what the last post said but it didn't work.

Well, OP didn't have this very relevant detail, and based on the information you provided, it seems the WD drives, regardless of what WD Tech says, seem to be the culprit or the catalyst.
The question is, since this is quite an odd issue, how are they being the culprit?
If the drives are faulty, they could easily cause performance issues, or cause the system to even freeze/crash.
Now both drives causing this leads me to think there might be a software on the drive that could be causing this as.
Almost all external drives come pre-formatted (typically exFAT) and some bundled software from the vendor for both Windows and Mac.
Have you done any changes to the external drives? Also, how old are they?
I still do not understand how only the WD drives cause this.
Does the issue occur when you are accessing/copying photos to the external drive?

I didn't make any changes. The only thing I did was install a WD software which is required in order to add a protected password that comes with the WD passport external hard drive. Not all of the WD external hard drives have this option but this one did. When I added the password I deleted the WD software which is no longer required on any laptop in order to open it using the password. It works on my other laptops as it should. I just got it a few months ago. Brand new. This split second blink of the photo starting larger and then turning smaller happens sometimes when I am viewing the photos using the arrows to go to the next one. On my other laptop it was working fine until I started using the left arrow to go back to pictures and ever since then it happens even when clicking the forward arrow sometimes. I believe the picture it changes smaller to might be the original size or vice versa so not sure why it's changing by itself. Sometimes it happens and sometimes it doesn't. I don't get it.
I sincerely doubt this is hardware. Are you sure you aren't accidentally changing the view? That would be my first thought.

It seems the issue to be isolate to this machine. I also doubt it is hardware related but could have been software that was for a hardware (WD) but I still do not see the relevance.
