No, pretty much all garbage all the way.
It's a four-year-old Intel processors and it's not an Core (i3/i5/i7). Don't buy.
It has 4 GB of RAM. That hasn't been enough RAM for about five years since that four-year-old processor came out.
128 GB of storage is insufficient. Storage is cheap. You can make 128 GB work but it's not worth saving $12.
15" low res display. Stick with 1920x1080.
The HP Elite Book is a decent buy depending on price. It's ancient, 2017-2018 model. I wouldn't spend much money on it but if you just need something to last a year or two it might be okay. On the other hand it's a very old computer so you're rolling the dice. I used to buy refurbished Thinkpads and eventually it just got to the point where it wasn't worth the hassle. Half the time there was something wrong with them, USB ports didn't work, CPU fan needed to be replaced, bad screens, need new batteries. I'd buy them on eBay and the customer service through those liquidation sellers is nonexistent. It just got to be not worth the hassle. For $650 you can get a good basic laptop new and if there's problems with it you just return it.
So once I buy one then what? I want to keep it in good condition. As far as protection, most tell me it comes protected already and that downloading something else is not a good idea. Others say to still use other virus protection?
If you're just using it for basic things, you could get a Chromebook for better battery life, price, and you may get a better chassis/display for your money, since less money needs to be spent on processing power.
Any display below 1080p is unacceptable in 2023, even at a low price. And for Windows, you want 8GB of RAM.
