When I commuted from Shelton to Norwalk I found traffic to be lighter come September - March. That summer traffic was brutal.

I would think it wouldn't affect the morning commute so much as school hours are usually before rush hours (at least for teachers......school buses wouldn't be taking students on 95 and the Merritt, etc.). Technically this should hold true for the evening commute as well unless teachers have parent meetings or reasons to stay late.

But I have to admit that in Westchester, unlike CT I've noticed that traffic seems to be heavier when school's in session......so what do I know?

I've been doing this commute for well over a decade now. This is the pattern.

Mothers return to a full-time work schedule, hence the increased volume.

But, maybe i've just been dreaming what i've been seeing all of these years?

September and May are the worst months for traffic in my experience.

It depends what time you leave, as your experience can be different from someone who leaves at 6:15 if you leave at 7:45. From my years of living in lower FFC and commuting from upper FFC, there really is no set pattern especially with the economy is wobbling back and forth. The commute during summer months is light except on Fridays. April - June is normally bad. The past 2 days my commute has doubled due to increased volume and weather.
