If you owe taxes on a car can you sell it and pay afterwards?

You got let city tax clerk and DMV know you selling your car so they cancel registration for that car. City going tell you you still got pay your taxes or you can’t register your new car. They probably charge you interest because you late on your tax payment

How do tax bills work? My girlfriend just got CT plates. When would the tax bill show up or does that vary by town?

Rhode Island bills in arrears. You get a bill for 2017 in the summer of 2018. I assume CT has you pay in advance like most other states with an auto property tax?

You can pay it whenever, it's not tied to selling the car. You will just accrue interest, and you won't be able to register a new vehicle.

It can vary wildly, I previously lived in a town where the tax rate or mill rate was very low so my car tax was pretty low. When I moved I never gave it any thought until I got the bill and I almost had a heart attack because the town I moved to had a rate about double and I was very shocked especially because money was tight. It is something to consider when moving in CT. what is the mill rate? WOW

How do they value the car? Can you hit a web site, plug in the make/model/year/condition/miles and know the valuation? Massachusetts bases it on sticker price. By year 5 and beyond, the valuation is 10% of MSRP so it's not much tax.

A DMV worker told me it's either KBB or NADA, I can't remember which.

According to the State at :
DMV: Town Property Tax Information

"[SIZE=2]Motor vehicle assessments are based upon 70% of average retail value as determined by your local assessor. Any questions regarding the assessed value of a vehicle should be referred to your local assessor."

The webpage also shows the % of prorating by month for a first partial-year supplemental bill.

2017 mill rates can be found at Connecticut 2017 Property Mill Rates | CT Town Millage Values
Only recently was there a cap put on vehicle rate. It used to be exactly same as real estate rate. Which helped some but not others.
