I'm buying a new TV that has 3 HDMI ports. One of them says HDMI-ARC. I know ARC means audio return channel. Can I use this port like a regular HDMI port to connect my DVD or Roku player? I don't need it for audio return.

You can use it for anything but it is programed to sync with a AV/receiver. Great feature for my Samsung HDMI2 and Onkyo

HDMI-ARC simply means signals can travel in two directions. So in your situation you can use it for a a one direction device as you wish to.
