Not a sham, exactly. It's just that when it comes to potable water, they have very deep pockets, so to speak. It's as if the stuff were dropping out of the sky, or running off the mountains, or seeping down the hillsides, fer crying out loud.

Mostly gravity, I suspect. The water in the reservoir had already been treated, it was in a holding pond/reservoir ready to be distributed through the main waterlines. And so I suspect it was at the lowest level of the processing/treating/holding tanks.

If they have open-air reservoirs, this is an old system. They probably used gravity to the max in order to have a simple system. So I assume that the water intake points are as far upstream as they could site them, in order to get the cleanest water possible. Treatment - whatever it is they do - is in the middle course of tanks/reservoirs/piping. It makes perfect sense, until you have to (or prefer to) dump water because some Yahoo decided he couldn't resist the temptation to be a little putz.

Simple solution. Add 1 gallon of sodium hypoclorite (bleach) into the water. If it wasn't sterile to start with, dilution in and of itself, in an already chlorinized environment, isn't going to harm anyone.
