If the Boston court system is anything like the NYC system it's all about numbers. Judges sole priority is to get dispositions. They care about nothing else, police officers, the public are of no concern.

Just police or any other profession can be held liable for mistakes, so too should judges. That is the only way to get these people with god complexes to stop putting animals back out of the street.
