You guys are missing the whole point. He wasn't harrassing them. He was TESTING the lastest in anti bear attack equipment. Bear spray doesn't work half the time, and rangers arrest anybody that shoots one in self defense.
So this is the LATEST thing in bear defense.
Blend in and confuse them in your electrified chain mail bear suit!
Soon this will be required for anyone going outside in bear country. There will be so many bears in bear suits that the bare bears won't know who is what and will run away screaming into the forrest never to be seen again!
