Then, if Turkey becomes an EU member, they'll all end up in Germany, anyway.
Turkey is playing an interesting game. First shooting down a Russian meet that was over its territory for 17 secs and now acting as sooner hired thugs for the EU Oligarchy.

I hope that it isn't a disastor for the refugees but it looks bad.

Hired thugs? What is that about?

Currently Turkey is housing 2,181,293 registered Syrian refugees, half of the total registered by the UN High Commission on Refugees.

By the way,

Jordan is sheltering 1.4 million; 1.19 million in Lebanon; 247,861 in Iraq.

Yep, trust the Turkish government to take the $3 billion and put it to good use. The refugees? They are serving their purpose.

It's an ugly world and being worse.

It is impossible to be overly cynical in today's world. Totally surreal.
Merkel is ISIS 5th column. That's the only rational explanation.

"A key element is €3bn (£2.11bn) in EU aid for the 2.2 million Syrians now in Turkey. The money is intended to raise their living standards and so persuade more of them to stay put rather than attempt perilous crossings to the EU via the Greek islands. The final offer of “an initial” €3bn represents a compromise between the EU, which offered that sum over two years, and Turkey, which wanted it every year. The money will be paid out bit by bit as conditions are met, French president Francois Hollande said, leaving the total payout unclear."

Merkel is just a stooge for b the v European Oligarchy looking to buy some hired guns. The Oligarchy uses money printed by the ECB nowadays to press its purposes. The Turkish government just wanted some of that money for their own Swiss accounts.

Things get uglier and uglier.

Why would they leave Germany when they can stay in 4 star hotels in Germany?

The refugees won't see a dime. This is a bribe to get Turkey to keep the refugees from getting into rafts to try to make it to Greece.

Turkey? The site of the first genocide of the Twentieth Century?

No wonder no one ever wanted to talk about the Armenians anymore. Seems fitting somehow that Germany should have a hand in this.
