If you actually believe that, you're delusional. Virtually anybody can get a driver's license, and plenty of people who can't just drive without one. And no license is needed to buy a car.
The reason we don't see more of these incidents is simple: not many people WANT to use their cars to run over run total strangers. Let's hope that doesn't change, and that this pattern of behavior doesn't become a toxic cultural meme (the way Columbine did).

I wouldn't discount "just plain evil" as an explanation (although perhaps an argument could be made that a person who cares so little about the welfare of others is mentally abnormal by definition).
Ah, the gun nuts, and their absolute failed "logic". No one wants to ban cars.
