Unbearably hip continental dude wishing everyone a Happy New Year, with a burning building behind him.

Of course they 'went on with' the fireworks show! One could not possibly allow the indolent rich to experience the ennui of a cancelled show, and contemplate spending next new years eve somewhere else.

Dubai is primarily a high end shopping destination for Saudis, followed by India, Brits and Chinese.

Cruise ships bring in the riff raff from Europe.

Reportedly, about 90% of the population is comprised of foreign guest workers.

Only parts of it. The filthy rich are so rich that nothing fazes them, not even a burning building.

Who's to say it wasn't the filthy rich in the building and the immaculate(?) poor watching the fireworks?

Built in modern times? Or, modern structures?

Rumor has it that many of the Dubai buildings are "Castles in the Sand" that were rapidly built during the boom years. As such, a lot of short cuts were said to be taken regarding over all construction quality. I would not be surprised if that extends to sprinkler systems, fire doors, fire resistant materials etc.
