The Health & Safety Executive (HSE) are not going to be sued it is their job to look in to such incidents to establish why and how they happened.
If the Cinema was negligent in any way they can prosecute in the Criminal Courts and if there is an issue with faulty or fangerous equipment they will investigate this.
The deceased man's family may indeed go to a Solicitor and supporting evidence from the HSE and Coroners Inquiey could be used in a Civil Case against the Cinema chain if they were somehow negligent.
There are a number of verdicts that can be issued by the Coroner who will look at the HSE report. It may be that accidental death is recorded or if negligence such as lack of proper maintence has caused this then it could be held that the death was unlawful.
That's how the system works.
The HSE also suggest better future regulations and work with other orgnaisations to stop the import and manufacture of any dangerous goods.

20 years ago I'd have asked the same question in the same disbelieving way about sports, if you told me that in the 21st century people would pay to stand for an entire baseball game. Standing room tickets were unheard of back in the day, so maybe some will stand in the movies someday lol.
Maybe I’m overthinking this, but if your body has a heart attack over a simple incident that you were eventually freed from, perhaps your body wasn’t in great shape. Even an anxiety attack typically doesn’t lead to a hear attack.
That’s like asking how someone would have conducted their life before cars were invented. Who cares?! It doesn’t matter. It was invented, and is now a part of people’s daily lives.
It doesn’t even have anything to do with the story. His keys, wallet, glasses, etc.... could have just as easily fallen out of his pocket and landed under the chair. It just happened to be his phone. If it had been his wallet, would people be saying he was greedy and money obsessed? Doubtful...

People have heart attacks in all kinds of situations. Some are simply standing, sitting, even while asleep.

There's also lots of posters here who are elderly, isolated and don't use cell phones because they have nobody to call and nobody would ever call them.
