There are tons of Latinos in Phoenix who are US citizens, do you seriously think none of them commit crimes? Neither being Latino nor citizenship status is a good indicator of being willing to shoot a little girl over a traffic incident. Impulsive scum come in all races and nationalities.
This guy isn't going to last long in prison. Child killers get targeted and eliminated. They are the lowest of the low in prison, even lower than child molesters. I give him 30 days tops.
