...and replace its traffic capacity with what exactly? DART appears to be years, if not decades away from being able to take up that monumental amount of slack.

Wow - visionary. This could definitely be done and would be an enormously important change to make DFW downtown better integrated to the East. 100% - tear that sucker to the ground, allow it to develop with homes/shops/restaurants, and other businesses - stitch the fabric back together.

You are blinded by this antiquated idea that the only way people move around in a city is on high capacity freeways. Interconnected grid is much much much more life giving and efficient.

cities grow, change, adapt, evolve. What was built as a mistake can be unbuilt.

Why should the city of Dallas care about those people's commute? It's about what's best for the city and the future of downtown Dallas. If there is such a demand for a highway to bypass downtown, then a toll tunnel may be constructed at the drivers expense.
