To save everyone some time:

10: Bluffview
9: Lakewood
8: Devonshire
7: Oak Lawn
6: Upper Greenville
5: Deep Ellum
4: Uptown
3: University Park
2: Highland Park
1: Preston Hollow

In my view the list isn't useful to anyone. It's just someone's opinion on what they think is "cool". All these neighborhoods have their benefits and some are clearly the best in the City of Dallas. However, I can guarantee that nobody deciding where to live is trying to choose between Deep Ellum or Preston Hollow.

This echo-rific home brewed video from a 20-something sorority sister's apartment living room carries weight with you regarding places to establish roots and live in Dallas? This is probably a video from a journalism class assignment.
