It is a bit apples and oranges, city vs town, but I've found Dover residents to be very friendly. I will let others comment on Magnolia.

Since we made a conscious choice to live in the county, I "vote" for Magnolia. But most folks I have met that live in Dover are just as friendly. As jdoll said, its really city vs town, and you will find the town limits of Magnolia are quite small, but the post office serves quite a much larger geographical area.
