My Shih Tzu has been a marker since the day I got him and absolutely nothing stops him. He knows it's wrong because he never does it in front of me. Only when my back is turned. I made peace years ago with the fact that nothing was going to stop it. I just keep him in Belly Bands now.
These here are good. I line them with Poise Pads to make them more absorbent and just keep him in them all the time. I let him "air out" daily between afternoon walk and bedtime because that is when I can watch him all the time and he won't do anything.
