Yes. When I was a child, we adopted a Golden Retriever male who was the sweetest dog. We lived out in the country, and we had him for about a year. He never barked even once the whole time we had him. We believe he didn't bark because his former owners trained him not do and probably severely punished him when he did. Barking is instinctual in dogs. Some breeds and individual dogs do it more than others, but they all do it once in a while at least. Even Basenjis make noise. They don't bark, but the noise they emit sounds like a yodel.
