I am careful about letting my animals come in contact with other animals, I would be pissed AND the fact that in spite of you speaking to her she continues???

If all else fails electrify your fence on the outside. Leave your dogs outside. When the lady lets her dogs loose, turn on the fence. once her dogs get shocked a few times they will avoid your house like the plaege.
Sit on your front porch polishing your 12 gague shotgun, mention to her that it hasnt shot small varmit in a while and youre itching to see what 'she' can do again.
I Like the idea about the hose. That will teach her and the dogs. Although reporting her first would be the best idea. If the authorities don't do anything then i would try the hose.

The hose was my husband's personal favorite as well...but although yelling at her was fine with me, I don't know if I have the nerve to hose her...unless you meant just to hose the dog, then maybe, but I really want to hose the woman.
First I call the authorities... usually there are nusance laws. If they won't do anything.
Get a set of REALLY powerful sprinklers (somewhere around fire hose pressure)...The big box folks will help you with this. Set it up so you can turn it on out of view Nail the dogs and her. If that doesn't work add a hot wire to the outside make sure you've already turned on the sprinklers for a while and then turn them off...then turn 'em back on when they get there...H20 is a GREAT conductor...
