No one place is perfect. I would pick one place that meets the major criteria except weather, and travel extensively during the months with poor weather. Alternatively, alternate between two or three locations, such as Portugal (or Costa Rica), Nevada, and New Hampshire - just pick the best one for your permanent tax home.

The "boondocks" of California can be pricy for housing if near the coast and income tax is 9.3% of the amount above $56K (CA treats income and capital gains the same). OR and NM have similar high taxes and not really nice weather year round.

Probably not very, while N Alabama is fairly nice, it is very conservative - with NASA Space flight center and the Army's Redstone Arsenal there. I would suggest New Orleans as better location - fairly inexpensive, cosmopolitan, LOTS to do, gay friendly and fairly good weather 9 months out of the year.

Why do you not take a longer road trip? 3.5 mio may seem like an immense amount but unless it produces you may run into some snags in your senior years.
