I think we've already seen what happens when we have race based lending quotas.

LOL these guys must be trolling the entire country with this supposed suspension crisis. I saw a similar article in the Post about Virginia schools suspending more Blacks and another in a Minneapolis paper.

It's amusing that the default explanation for this discrepancy is racism.

Essentially, the OP is using just that.

Not enough blacks in tech fields? Racism proven by....disparate impact. Solution? Billion(s) to encourage blacks to enter the field.

Blacks getting higher auto rates in a state than whites, racism due to disparate impact....oh...we didn't bother to adjust for geographic concentrations of blacks in urban areas with higher accident and theft rates....

Essentially, while racism still exists the use of disparate impact instead of valid statistical analysis is an ugly thing.

So, now you will see people use that same ugly, stupid tool to attack the political bastions of groups like public schools, unions etc. in truly ironic fashion.
Disparate impact will probably be invalidated by SCOTUS soon. The feds settled two housing cases that were due to be reviewed by SCOTUS. They feared the conservative court would scuttle disparate impact and for people like Obama/Holder that's a scary proposition.
