Starting pay in most cities to be a driver for ups (maybe even fed x) is 21.00 plus. I know it differs in each city but I don't think it will ever go below 19. You only need a drivers license.

If you are in Houston... location MATTERS (if Lowes is only paying $14/hr. Houston has a problem)

My first move would be OUT of TEXAS!!! (traditionally very low wages and benefits for hourly workers)

Location and AGE matters.

If you are over age 50, you have a huge barrier to finding future significant LT employment.

(Ask me how I know?... BTDT + counselled thousands who have BTDT) .

AFAIK, we know NOTHING about your capabilities, experience, or desires. (That matters most).

Insurable (clean driving record)
CDL license and qualifications (think 'random' drug tests) I have had as many as (7) random drug test / yr. OP may not be keen on that at $100 / test.

Gotta DIG, but for many... getting practical experience and freedom beats earning credentials.

As a hiring manager, I look to proven experience, incentive, meaningful engagement and contribution. (a keen interest in my company and others).

Credentials are way down on my list of 'important' qualities for a future employee.

My daughter did Praxis and it was the best thing to ever happen to her. At 22, she now works from her upscale apartment with the potential of making $80k her first year.

Praxis is selective in who they let in.

You GOT to think outside the box and separate yourself from your peers.

Yes, certain basic degrees and certificates are minimum requirements for some entry-level jobs. But, that quickly loses it's importance beyond 'entry level.'

I've noticed locally (tourist town) that numerous businesses are advertising $16-$18 per hour for entry level (Whataburger, 5 Guys, etc). Of course, I've also noticed that most restaurants, fast foods and retail are proportionately increasing their prices. In the real world, one must add measurable value in the workplace --- or move-on. Minimum wage 'laws' don't really help anyone. Of course, in our tourist town, there are literally hundreds of 'hiring' signs on almost every business. Anyone who cannot find a $15-$20 per job here, really doesn't want to work!
So are you saying that certificates alone won’t get you any great paying career unless there is a degree behind it?

Looking at nominal wages per location is for losers. What matters is wages vs. COL + tax burden. Per proper analysis DFW, Metro Houston etc. pay very well.

19 an hour isn't a high paying job. As someone mentioned earlier, what are your interests and what baseline education do you bring right now?
