I remember back in the day, it seemed all the houses in jtown, especially across the river from utep, were painted turquoise, you would look over and see a "sea" of blue houses, why were they so partial to this color?

Probably the style changed. I usually think of purple, pink, green, blue and yellow houses over there. All sorts of bright colors and bright pastels.

I think they just like the colors. I saw that flying over Mexico City too -- very colorful. I've been in motels where one wall was bright yellow, the adjacent wall pink, the next wall bright green all in one room. I've noticed they like bright turquoise a lot too. Just like here you tend to see a lot of tan and beige colored houses, we tend to like the subdued colors over here.

The lighter colors fade & look dirty quicker. Many homes are white washed which doesn't last long at all before looking old. (When my son was younger he wanted to know why everything in Juarez was broken.)
