To answer your question, the terrorists do not comply with the Geneva convention. No, they don't. But since you mention "country", that I don't know.
If it does not work, then if Trump is elected his security advisers will be the ones who tentatively make the decisions on it and his idea may fade away. It won't derail his campaign. In this currently sensitive time period with several terrorist acts in recent weeks, he may have the majority of Americans on his side as far as waterboarding.
