The big controversy on the legislation that the House passed is on H-2B, not H-1B.
400,000 new H-2B allow that many more unskilled workers into the country to work in lodging, landscaping, agriculture, entertainment, restaurants, etc.
Over time, many employers have simply stopped hiring Americans and are up-front about it. It really disproportionately hurts the employment prospects of American blacks:

Both parties have done it. so there is no difference, and besides that, this isnt really an issue that the public has been against and there lies your problem. You are in the minority on this opinion, even within the republican party. This is the type of immigration that hasnt been controversial.
The h1b is one of the most abused visas of the land, we don't need to relax it further.
