The proposal noted in the OP does, however, seem to cover all types.

The authors interviewed and printed quite a volume of employers by name, including Starwood Hotels and Resorts Worldwide.

Why does "Trump" appear nowhere in the lengthy article?

Both parties have done it. so there is no difference, and besides that, this isnt really an issue that the public has been against and there lies your problem. You are in the minority on this opinion, even within the republican party. This is the type of immigration that hasnt been controversial.
