We have a fence*, Trump wants a more expensive and environmentally disruptive concrete wall.

* The legislation the OP references is the 2006 Secure Fence Act which filled in 45 miles of gaps. Due to Congressional budgets not all 45 miles have been completed. Funding for a short gap (currently a chain link fence) in El Paso was just recently approved and work started last week,

I've always thought if Trump hadn't been so insulting during the announcement, this would have been a non-issue. If Kasich said he wanted to build a wall along the Mexican border, I bet a lot of people would just shrug their shoulders.
