Read it a little more carefully. It authorizes the use of Dept of Defense assets to achieve the liberation of Iraq.
And yet no military operations occurred. Until the Iraq Resolution in 2002 that specifically authorized military intervention. If this authorized military intervention, why the Iraq Resolution in 2002?
