Ohio? Trump lost the big cities like Columbus, Toledo, Cincinnati and Cleveland.
Pennsylvania? Trump lost the big cities like Philadelphia and Pittsburg
Michigan? Trump lost Detroit, Flint and Ann Arbor
Wisconsin? Trump lost Milwaukee, Eau Claire and Madison
Florida? Trump lost Miami, Tampa, Palm Beach, Tallahassee and Orlando

Compare the results from prior years. If the big cities had voted consistent with prior elections, Hillary would be President. It wasn't more rural voters, it was fewer urban voters. Their apathy was a vote for Trump.
Trump won because he broke the Blue Wall. Those are big states with huge urban areas.

funny, when the Democrats had a majority in the house and senate and the WH with Obama from 2009 to 2011, they NEVER push a bill to change the E.C.........I guess when they have full power they could care less and are all double talk.
You can't change the Constitution with a bill. It takes a Constitutional amendment to do it and that's not going to happen in our lifetimes as long as states with small populations far outnumber huge states like CA and NY. Each State would have an equal say regardless of size.
You can look at some of the old election prediction threads that have been resurrected for an answer. Because Democrats thought that they had a permanent lock on the electoral college vote due to "changing demographics." What changing demographics had to do with most of the states that reliably went Democrat I could never figure out, but that was their claim. And since that plan blew up in their faces they came up with a new one: get rid of the electoral college.

You really need to read up on the National Popular Vote Interstate Compact.
The states get to decide how they want to select their electors. If the states choose their electors based on the national popular vote rather than the vote in the state, they have that power. If enough states pass legislation changing how they choose electors, then the electoral college becomes a vehicle for the national popular vote.

That's a fairy tale. Democrats have been trying to get rid of the electoral college for years. Hence the progress the National Popular Vote Interstate Compact has made.
