Cheney has said, numerous times, that he did not want to run for President.

Also, and IMO, considering his health problems, I believe he would be foolish to run anyway

Yeah, why kill thousands of us over here when they can kill thousands of us (and maim tens of thousands more) over there - where they have home-field advantage, can point to our involvement as proof of US "agression" (and thus use it as a recruiting tool), distract us from the search for their leader, AND bankrupt us at the same time?

Back to the point of the OP - I think Cheney is not running for a number of reasons -

1) He's not really interested in being "ON' the throne (rather be behind it).

2) I think he has health concerns

3) I think he realizes that his victory would be unlikely

My point being that the Republican machine is corrupt, rotting, and stinking from its head. I say that as a lifelong Republican voter. But my days of supporting Republicans financially and at the voting booth are now ended.

I'm voting for Obama. I've contributed to his primary campaign and I'll do so for his general campaign, as well. I'm also contributing to John Cornyn's challenger (Rick Noriega) for the Texas senate seat.

I very well may NEVER vote for another Republican for any office. I may very well actively oppose Republicans. The blinders are off.
