Funny how this undefined success is successful. Gotta love the spin this year. What becomes increasingly sad is what we've gained, but perhaps I'm looking at it wrong and someone will quantify what the "gain" to the American people is. I'm certain it's staring me right in the face.

I can only go by the Guidelines published by the GAO. Have you read the recent report? There is an assessment as well as letters to and from the State Department and the Department of Defense.
