Depends on when the determination is made that any particular state is either red or blue. For example, Virginia has been reliably red for Presidential elections for more than 40 years. Yet this year, it's looking very blue. Under this proposal, wouldn't Virginia voters have just sat on the sidelines this year?
Oh, and California never voting for a Republican? Good thing no one told Reagan! And in the same election (1980) Georgia voted Democratic.
No, we all vote, and pray that each vote counts.
