Neither did London or NYC, it's sister cities.

Paris also didn't make the top 10 unfriendliest cities.

Newark in New Jersey was the unfriendliest cities city according to Conde Nast travellers, and five of the ten unfriendliest cities being American, whilst not one city in Europe made it in to the top 10 unfriendliest.

Travel warnings are used to alert people of whats going on in the particular country and to take adequate precautions if traveling to certain areas. For instance, the Philippines has had on going problems with militant Muslims in one of the southern provinces. The average tourist may not be aware of this. They may issues warnings regarding safety issues in Cape Town and South Africa in general, still tourists go there. In fact it has seen a surge of tourists due to positive exchange rates. Travel warnings are there to provide current information reference the stability of the country and to maximize ones safety. Reading the Chicago paper over the weekend one might think a travel warning could be issued regarding certain areas of that city.

Eastern European countries in general have more smokers per capita than the states. South Korea and Japan are also in the top 20. No one said France was perfect and everyone there a poster child for the tourist bureau. You will find a mix like everywhere else, it also depends on how you treat others and who you interact with. After the long Iraq war, the states are not so popular with a good number around the world. We might be seen as the bully pushing our way as the only way, when we have our own closet of skeletons and on going unresolved problems. Or seen as war mongers and opportunists after oil. We too are not perfect.

Yeah, the Finnish government hates France for saying that one has to be careful in Paris, Marseille and Nice. Saying that one has to be cautious venturing into Chicago's South Side or advising against visiting the Bronx or Central Park at night doesn't make the French foreign ministry anti-American. Overzealous, maybe. Outdated views of districts that have greatly improved in the last 20 years, probably. But this is not "animosity".

Sounds like you didn't read the articles you linked to, as it's quite the contrary. So, for those who can't read French, here's the what the links say: the first one is from a citizen complaning (righly so) about the problem. The photo contest has been organized to "sensibilize" people. In my opinion, the best way to "sensibilize" dog owners who clearly have no respect for other pedestrians and public hygiene is to enforce hefty fines, but well, I'm not the mayor of Retournac.

Fewer cigarettes per year per person than the US. The few persons that smoke in the US most likely smoke more than their French counterparts. And probably more at home.

London or NYC never claimed to be the most beautiful cities on the planet,paris is also the "city of lights" for no particular reason.
For a city like Paris, that claim to have the largest number of tourist in the world,it's a big blow.

Nobody's says France is perfect or has to be perfect,we just looking at the myths,what's real and what's not.
Sorry,travel warnings are not a good sign for tourism and business,you can find any explanation but the bottom line,it is always better not to have a travel warning,that's all.

Smoking is still a national sport,you compare with any country,France lag behind certain countries

Paris probably is the most beautiful major city in the world, but that's not what the threads about it's about how rude or friendly/unfriendly the population are which is a separate issue.
