I will think it has to be Russia. They have lots of people, the soviets did not do a bad job of educating them, and I hope that has transferred into the Russian Federation. And they have a lot of untapped resources and land.

largest cultural contribution? - currently UK, historically France
largest population? - Germany
biggest and best cities? - Germany (most big cities) and France (best cities). London beats any German or French city though
quality of life? - France
who makes the best cars? - Germany
best food? - France
I don't think there is one clear "top dog" in Europe and a lot of these criteria (best food, best cities, QOL, best cars) come down to personal opinion.
Every field is leaded by a different country for example:

I don't really know because I don't find foreign programs on TV (from Europe) just a couple af British ones. The rest are from here. (I am not saying films) largest population? Russia and Germany biggest and best cities? Biggest UK, France, Spain and Germany... best, it depends on different opinions. quality of life? I don't know, good economy is not the same as good quality of life in many cases. who makes the best cars? No idea best food? Mediterranean countries and Portugal.
