EDINBURGH, Scotland, Dec. 27 (UPI) -- Every dog in Scotland may soon have to be microchipped and licensed under a proposal issued Friday by the head of the Scottish government, officials say.
The consultation document from First Minister Alex Salmond came after he met with the mothers of three children killed or badly injured in recent dog attacks, the Daily Record of Glasgow reported.
