No, Nemtsov wasn't for self-determination, I think the Ingrian flag represents only an "anti Moscow" stance. After all, most of the Ingrians are on our side of the border these days.

You must be referring to the Ingrian Finns, not the indigenous Ingrians (Izhortsy). The Izhorians are still around, but there's not too many of them anymore.
