For Germany:

Rent + utilities: 250 Euro. Hard to find such apartments or rooms, but it's possible.

Food: 120 Euro. Shop at discount stores and normal grocery stores, no dining out.

Toiletries: 10 Euro

TV, phone, internet: 25 Euro (Unitymedia)

Mobile phone + surf package: 8 Euro

Private liability insurance: 3 Euro

Hairdresser: 8 Euro (men)

Total: 424 Euro

Left: 176 Euro for clothing, fun, dining out, transportation

You can get a monthly ticket for public transportation for about 50 Euro. If you spend 26 Euro for clothing, than you have 100 Euro left for fun.

It's possible but difficult.

In my opinion that's nonsense. Germany is more expensive than former communist countries and also more expensive than Spain or Portugal, but it's in my opinion the cheapest country in Northern / Western Europe.

you can live in Belgrade for 600 euros and have a lot of fun for next to nothing. the only problem is that Serbia is not in the European Union so there are some restrictions with visas and so on

Maybe... but in a smaller town or former East Germany. You would have to learn to live thrifty, which is not difficult around Germans...
