I think there are neighbourhoods where immigrants reach 40% of the population, the Chinatown in Prato and Milan certainly do, Aurora and a part of Barriera di Milano in Turin maybe too.

Are they immigrants or long established ethnic minority populations?

Mostly recent immigrants, keep in mind that immigration here started only in the early 00s, in 2001 there were only 1,33 millions now there are 4 times as much (5 millions).

I'd say that the only consistent minority which can be said to be an "established" minority are Albanians, others are all of recent immigration.

Interesting, here in the UK (and maybe for the Netherlands/France too) we already have a population that are readily integrated into British society that have influenced the mainstream culture. Without any immigration from the commonwealth the UK would be a very different place culturally.

That's because immigration in the UK started after the war, maybe even before, when it started receiving immigrants from the rest of the commonwealth. With a bit of time that'll also happen here, there are already a few famous figures which are either of mixed descent or 2nd generation immigrants.
