Are there areas where the ethnic minority reaches more than 40%?
I think there are neighbourhoods where immigrants reach 40% of the population, the Chinatown in Prato and Milan certainly do, Aurora and a part of Barriera di Milano in Turin maybe too.
In Baranzate, a newly formed town 7 kilometers away from, according to ISTAT (National Institute of Statistic) 30,6% of the population is made up by immigrants. As for cities, in Milan and Brescia they make 20% of the population, there are several other Northern cities between 15% and 20%, take into account that Italy has started receiving consistent immigration only in the early 00s.
The black race doesn't not exist there's only one race here and that's the human race blah blah blah..They are also racist bunch of people that think "bantus" are apes much like how well everyelse see us but considering we share the same continent with them you'd think different. AGAIN BLACK AS NO SCIENTIFIC BEARING AND MEANS NOTHING JUST LIKE WHITE. Call "black people" by their ethnic group.
And anyway something off about them horn of Africans I'm a bit wary of them.

Are they immigrants or long established ethnic minority populations?
Mostly recent immigrants, keep in mind that immigration here started only in the early 00s, in 2001 there were only 1,33 millions now there are 4 times as much (5 millions).

Interesting, here in the UK (and maybe for the Netherlands/France too) we already have a population that are readily integrated into British society that have influenced the mainstream culture. Without any immigration from the commonwealth the UK would be a very different place culturally.

That's because immigration in the UK started after the war, maybe even before, when it started receiving immigrants from the rest of the commonwealth. With a bit of time that'll also happen here, there are already a few famous figures which are either of mixed descent or 2nd generation immigrants.
In 2009, the first black major was elected in a ton near the border with Switzerland (ironically she was part of Lega Nord, a far right anti immigration party)
Ethiopians are caucasians, black skinned caucasians.
