unfortunately you can't achieve point 2 through democracy.
eurabia is alive and well. did you know that 15% of the french muslims are in favour of isis? or that ethnic swedes are projected to be a minority in sweden somewhere between 2038-2060. or that sweden's prime minister openly declared that he prioritize mass immigration in front of new investments in the swedish welfare system last week in the run up to the swedish election in september.
not that i care about were this country is headed. most people here are so naive and stupid regarding these issues, that they deserve to be weeded out. they want islam and islamism, and they'll soon see their wishes come true. then they'll get what they deserve, when living under sharia law (all trendy feminists, leftist, liberals, hippies, hipster or what have you). the only sad thing is that that we long-sighted swedes (perhaps 10% of the population) will be adversely affected too.

I would close the EU borders and change immigration laws.
Only educated, young people (18-35) able to blend in and people with professional experience in areas with labor shortage would be allowed into the EU.
They would not be granted citizenship and would have certain period of time to prove they are able to find and keep the job in their respected areas. If they fail to do so they would be asked to leave.
As for the religion they shall be granted freedom of religion but only to a certain extent so it will not intercept local ethical codex, laws and cultural traditions.

1. Milling machinists
2. Roofers
3. Technicians with a higher level of training (engineer) for mechanical engineering
4. Metal turners
5. Welders, cutting torch operators
6. Technicians with a higher level of training (engineer) for power engineering technology
7. Graduate power engineers
8. Technicians with a higher level of training (engineer) for data processing
9. Concrete constructors
10. Construction tinsmiths
11. Specialty tinsmiths
12. Electrical installers, electrical fitters
13. Graduate engineers in mechanical engineering
14. Power engineers
15. Agricultural equipment engineers
16. Graduate nurses
So, only 6 out of 16 professions need some sort of higher education, that may be a college degree or just a "Gesellenabschluss", something you'll get after 9 years of school and a couple of years in the field.
Conclusio: Austria (and I bet it's the same in other European countries) doesn't need nor want immigrants with multiple PhDs or MBAs. We need hard working people that are able and willing to slave away hours in a job that's physically exhausting.
That's how we got Muslim immigrants from developing countries in the first place.You could call that a double-edged sword.

In Austria and other German-speaking countries the problem is especially German language. I work for Swiss company here in Slovakia and only recently they started using English language as a primary language, because they weren't able to find any people who speak German and have experience with CAD softwares they use, most problematic situation is in China and India. So even if a potential candidate has an education or experience in let's say roofing or engineerign if you don't speak German .... Auf Wiedersehen

As a roofer in Austria, it's more like "if you don't speak Serbocroatian... Do viđenja!". To be honest, if the situation in German speaking countries was anything like what you describe it to be, there wouldn't be much of a "Multikulti" debate over here to begin with.

So you propose that there should be a government official that decides whether someone is educated just by interviewing that person? "Oh, you seem like a nice guy... You are probably educated."
While I agree that a college degree, a "HTL Abschluss" or a "Gesellenbrief" won't guarantee that a person is educated in a broader sense, it's a good indicator for that.
