There are plenty of cities in Europe built on hills

Bergen, Norway (270,000 people)

There are a lot more like Athens, Lisbon, Budapest, Edinburgh, Rome and so on which pretty “hilly” but they are also significantly larger cities than Pittsburgh.

Bilbao, Spain. Also a steel city and has a similar population (351,629). A river runs through it too.

Given that you're a Pittsburgh forum regular, I guess you already know that the city that looks most like Pittsburgh on a map is Kaunas, Lithuania Much smaller and not particularly hilly though.

Some of those Sheffield pics look very much like Pittsburgh or Cincy.

The only large french city that is not really old, as it was mostly built during the industrial age, it is surrounded by mountains (actually it is already 600 meters high, so it is also the snowiest large french city in winter), it's really hilly and there are also man-made hills that resulted of mining.

Cork Ireland.

We are from there and live in Pitsburgh now. The city of cork was divided by the river, hence we have lots of bridges. Many houses are built on the hills and the city itself is like the inside of a saucer.

Bilbao would actually be a good choice. Hilly, and it once had a large steel industry, just as Pittsburgh did.

Check Pittsburgh's sister cities in Europe. They usually select cities with some affinity for one another
  1. Bilbao, Basque Country Spain
  2. Donetsk, Donetsk Oblast Ukraine
  3. Novokuznetsk, Kemerovo Region Russia
  4. Ostrava, Moravian-Silesian Region Czech Republic
  5. Prešov, Prešov District Slovakia
  6. Sheffield, South Yorkshire England

A lot of cities in the Balkan region are build either on or around hills and mountains. They don't seem to resemble Pittsburgh a lot though..

An example from Bulgaria

Sarajevo would probably be the most appropriate one in that particular region.
